I really wanted to like this, but I didn't. Sketchy and underdeveloped -- less than 200 pages long, entire years covered by a single paragraph. It makes gestures at a deeper kind of suspense (where you'd wonder whether maybe the government was right to be afraid of the Wave) but there's never really any doubt.
